Vaikasi Anusham , according to legends,  is the day St Thiruvalluvar was born.
Around 1921 some Tamizh scholars (notably Maraimalai Adigal, who did research on this) agreed that 31BC, in the month of Vaikasi, in Anusham star was the birth date of Thiruvalluvar. How exactly they arrived at this particular year is not clear, as there is no clear account of the birth and life of Thiruvalluvar.
In 1971, the then government announced that the Thiruvalluvar year will be followed by Tamilnadu Government by adding 31 to the Gregorian year. Interestingly, this notification announced “January 15” as Thiruvalluvar day (against the Vaikasi-Anusham by Maraimalai Adigal). Thiruvalluvar was a poet, and philosopher, who lived two thousand years ago and he composed Thirukkural, an entirely independent didactic work that is not to be found anywhere in the world literature.
( The pic below was in a function on the day of Vaikasi Anusham in 2016 where my version of Thirukkural with Audio in English was released by Former MP Mr. Tarun Vijay in a small function held in Hotel Woodlands, Mylapore, Chennai. The minister in his speech wished it should be taken throughout the country.)
